Fwiw, I now have confirmation this is legitimate.

Brought the card to the pharmacy when getting refills. He is completely familiar with it, and knew that a drug we thought was covered actually is not. (He double checked anyway.)

It helps to cover the difference in price between brand name and generic prescriptions. If you have insurance, this card can still be used for the portion you pay.
