e-mail from police

I get e-mails from the local police department, usually info about crime in the area (and suggestions of how not to be a victim) or open houses at the station, stuff like that.  Today I got an e-mail about halloween....clear paths for trick or treaters, don't let kids eat trearts til they've been inspected by an adult...all the usual, with one additional suggestion.  Consider giving out non-food items.  It didn't specify why.

Would be interesting to see what they are giving out at the station.
